Leland R. ('Lee') Berger is an Oregon lawyer who practices statewide from his office in Salem.  From 1983-1994 he worked for the first private law firm to contract with the state to represent indigents where he experienced the benefit to both retained and appointed clients to have an attorney handling both groups of clients.  Beginning around 1996, he focused his practice on cannabis law and advocacy.  He is a co-author of the Oregon Medical Marijuana Act and the adult use legalization law.  He is a co-founder of the International Cannabis Bar Association and serves on their Advisory Board and is also a co-founder of the Oregon State Bar's Cannabis and Psychedelics Law Section.  He is the recipient of 3 lifetime achievement awards, from the National Organization for the Reform of Marijuana Laws, the Oregon Cannabis Industry Association, and the Oregon State Bar's Cannabis Law Section.  Although he transitioned his practice 11 years ago to work on licensing and compliance in regulating cannabis, his practice consists of mostly cannabis criminal defense and federal forfeiture.
